Analyses on Triple Dimensions of High-quality Cultural Development and Their Evaluation Status Quo
In recent years,there has been a growing number of theoretical research and practical evaluations on high-quality cultural development.However,there exist some problems such as lack of interpretations on the connotation and scopes of high-quality cultural development,and a small number of areas are not included in the evaluation scope.The positioning and scopes of culture as well as the logical structure of cultural development need to be clarified within the socialist framework of the Five-sphere Inte-grated Plan and the Four-pronged Comprehensive Strategy with Chinese characteristics.The value system is the core dimension of high-quality cultural development.People-centeredness and people's initiatives need to be upheld in pursuing cultural development to make up for the shortcoming of value evaluation.The supply and demand system is a fundamental dimension of high-quality cultural development.The cultural supply and demand system consists of the production and consumption of cultural products,including two complementary channels of cultural undertakings and cultural industries.The priorities need to be given to evaluating the efficiency of cultural input-output as well as its standardized and law-based governance.The mode of production is a key dimension of high-quality cultural development.Efforts should be made to promote the innovation,transformation and upgrading of cultural formats by focusing on digital development and create new space for cultural consumption based on developing cultural carriers.Efforts are also needed to promote the development and governance of cultural ecology by developing the platforms and study the indicator system for digital development of culture.It is also necessary to strengthen the overall planning and coordination for the evaluation of high-quality cultural development and enhance the applications of the evaluation results to form a closed loop for the develop-ment concepts,planning,implementation,and feedback.
