Regular Supervision and Update of Classification and Grading Governance of Algorithm
As the core element of artificial intelligence,algorithm has become an indispensable key technology to accelerate the generation of new quality productive forces.In the process of adopting classi-fication and grading governance of algorithm,China is shifting toward regular supervision on digital economy.The value requirements of security,innovative development,trustworthiness and controllability embedded in the classification and grading concepts and principles are highly consistent with the basic goal of algorithm governance,and they are highly consistent with the practical characteristics of regular supervision.However,the current regular supervision thinking has not been fully integrated with the classification and grading governance of algorithm.The main reason lies in that algorithm governance is facing the dual changes of technological iteration and regulatory mode adjustment,and there are challenges such as lack of effective governance rules in response to technological changes,lack of coordi-nation among multi-entity governance,as well as the means and tools of governance failing to meet actual needs.In addition,it is also difficult to achieve the effective integration of regular supervision and the classification and grading governance of algorithm.Therefore,under the current pattern of safe and comprehensive algorithm governance,this article proposes to adjust the algorithm governance with the development of new technologies,new business format and new model,transform the basic value goal of current algorithm governance,improve the specific rules of governance,clarify the subject and object of governance and their corresponding obligations and responsibilities,as well as innovate the tools of governance according to the concept,principle and structure of regular supervision.In addition,it is also imperative to continuously improve the classification and grading governance pattern of algorithm under regular supervision and improve the actual effect of the classification and grading governance of algo-rithm so as to achieve the goal of safe,innovative and regulated development of algorithm by adopting measures such as combining rigid constraint and flexible governance,balancing multiple subjects through consultation,joint contribution and shared governance,expanding the means of governance and innovating the tools of governance.
