Restructuring the Institutional Environment for Integration of Digital and Real Economies:Logic and Path
With the acceleration of a new round of scientific and technological revolution and industrial transformation,traditional economic activities and industrial systems have undergone profound changes.The connotation and scopes of real economy keep expanding,and it shows a robust momentum of integrating with digital economy,with increasing examples of integration of digital and real economies.The integration of digital and real economies has changed to certain extent the internal logic,production paradigm,operation space and external environment for the operations of entity enterprises.From the perspective of restructuring logic,as the operation space of enterprises shifts toward online space,their institutional environment should also shift to online space.As profound changes are taking place in terms of market scenarios,operation mechanism and competition pattern,the competition governance effective-ness of the institutional environment needs to be further improved.In particular,the integration of digital and real economies promotes the continuous emergence of new models and new business forms,and the existing institutional environment shows lack of compatibility.Different from the building and reform logic of traditional institutional environment,the integration of digital and real economies puts forward new requirements and standards for the institutional environment.The institutional system established in the era of industrial economy makes it difficult to adapt to the current demands of economic and social development,and the institutional environment for the integration of digital and real economies needs to be restructured for better adaptability based on specific conditions and development demands.However,there still exist some institutional deficiencies.For example,the production relations and the property rights system have not been established to be compatible with new quality productive forces.In addition,the regulatory system for Internet platforms as well as the development of new digital business environ-ment need to be further improved.To conform to the development law of digital economy and satisfy the needs of integration of digital and real economies,it is imperative to build the production relations and a property rights system that are compatible with the integration of digital and real economies,establish a basic data system to give full play to the data elements,optimize the regulatory system for the platform economy and create a world-class business environment that is compatible with the integration of digital and real economies so as to continue to unleash and stimulate the development vitality of real economy.
