Transformation Towards Community-based Childcare Services in China:Logic and Pathways
According to the analysis framework of the care diamond theory,the supply and demand of childcare services need to be shifted to focus more on the status and roles of community-based child-care.Community-based childcare presents the characteristics and features of being deinstitutionalized,informal,shared and localized.The community-based childcare in China has made some progress with the active promotion of national policies and local explorations.However,it still faces some difficulties due to such factors as lack of professional understanding,administrative system constraints,ineffective operational mechanisms,lack of practical experience,and limited spaces.To this end,it is imperative to transform the functions of the government in building the childcare service system and promote the collaborative development of different types of childcare services.It also needs to establish a sound demand expression mechanism for community-based childcare and promote the development of community-based childcare that is shared,co-governed and jointly built by multiple stakeholders.
