Main Connotations,Internal Logic and Practical Approaches to Improving Grain Production Capacity
Grain production capacity is essential for achieving the grain output objective.To ensure national food security,the primary prerequisite is to have a sound understanding of grain production capacity and improve it in a scientific manner.This article constructs the research framework of improv-ing grain production capacity,which consists of a sound operation system,improved soil fertility of farm-land,complete scientific and technological equipment,well-developed agricultural infrastructure,and consistent policy systems.By applying the neoclassical economics and the theories of political economy and by focusing on"human capital-farmland-scientific and technological empowerment-infrastructure-policy support",this article analyzes the theoretical logic for improving grain production capacity.Through continuous coordination of productivity and production relations,it analyzes the historical logic for improving grain production capacity,from improving the basic fertility of farmland at the beginning to increasing the input of a single factor,to the two-wheeled driven development by science and technol-ogy,and innovation as well as integrated development of multiple factors.The article also analyzes the practical logic for improving grain production capacity in terms of agricultural social service,crop rota-tion and fallow,agricultural mechanization,high-standard farmland development,and holding both CPC committees and governments responsible for food security.It is not an easy task to improve grain produc-tion capacity,especially in facing the problems such as inadequate development of new types of busi-nesses,tightening resource constraints,poor scientific and technological equipment in some areas,imper-fect management and maintenance mechanisms for infrastructure,and policy support needing to be improved.It is imperative to accelerate the implementation of a new round of action plan to increase grain production capacity by 50 million metric tons.To this end,the key to increasing a new round of grain production capacity lies in promoting the cultivation of new types of businesses,integration of resource factors,enhancing the performance of scientific and technological equipment,improving the management and maintenance of infrastructure,as well as long-term policy support.As a result,these measures will help to strengthen the driving force,cohesion,core force,vitality and appeal of improving grain production capacity.
