According to the panel data of enterprise,university and research institution of 30 provinces in the Chinese mainland from 2008 to 2019,the paper explores the direct impact of innovative resource misallocation of industry-university-research on provincial economic development and examines the moderating effect of cooperative tightness of industry-university-research by Feasible Generalized Least Squares method,and further analyzes the regional heterogeneity of innovative resource misallocation of industry-university-research impacting provincial economic development and the threshold effect of cooperative tightness of industry-university-research.The research results show that talent misalloca-tion and capital misallocation of innovation resource of the three subjects of industry-university-research have significantly negative impacts on provincial economic development.The cooperative tightness of industry-university-research signifi-cantly weakens the impact of innovative resource misallocation of industry-university-research on provincial economic development.Further research finds that there is regional heterogeneity in the impact of innovative resource misallocation of industry-university-research on provincial economic development,and talent misallocation of the three subjects and capital misallocation of the university have significantly positive impacts on provincial economic development in eastern region,while talent misallocation and capital misallocation of the three subjects have significantly negative impacts on provincial economic development in central and western regions.The cooperative tightness of industry-university-research shows single threshold effect in the impact of innovative resource misallocation of industry-university-research on provincial economic development.
