Complex network theory and Engineering characteristic model are combined to construct the infrastructure system, the existing vulnerability assessment model of the infrastructure system is improved by taking into account of multiple risks, different attack types, sensitivity to disruption, and cascading failures among infrastructures to analyze the structural vulnerability and functional vulnerability of the system.Three different protection strategies are further designed:random node protection, protection based on the nodes'load importance, and protection based on the nodes'degree importance,to compare the impacts of protection strategies on system vulnerability. The IEEE85 case is applied to analyze the feasibility of the model. The results show that the improved model can measure the vulnerability of infrastruc-ture systems with different sensitivities under various types of attacks effectively. The protection strategy based on the importance of node load can reduce the vulnerability of the infrastructure system. The model can provide managers with decision-making suggestions on the optimal protection strategies under different risks.
