As a non-radial data envelopment analysis(DEA)method,slacks-based measure(SBM)is widely used for solving the problem of overestimating efficiencies of the radial DEA method.However,there are some problems with SBM,such as inconsistent evaluation benchmarks,strong self-interest,inability to fully rank decision-making units(DMUs)and the possibility of multiple solutions.To solve the above problems,this paper introduces the idea of cross-efficiency into SBM,and puts forward to a cross-SBM efficiency evaluation method.Being different from the traditional cross-efficiency,this method takes SBM-frontier projection points of all DMUs as references,and then evaluates cross-SBM efficiencies of each DMU according to the efficiency definition of SBM.To solve the problem of multiple solutions as much as possible and improve the consistency of evaluating results,a second objective function model is constructed considering the nearest distance.Finally,an example is given to illustrate that the proposed method is feasible and advantageous.
