On the CPC Jiangxi Local Organizations in Handling Problems of Funding During the Agrarian Revolutionary Period
The effective functioning of revolutionary organizations could not be separated from financial support.Insufficient funding had been throughout the development of local CPC organizations in Jiangxi Province in the 1920s and 1930s.During the period of the Agrarian Revolution,due to the expansion of the scale of the Party organization,the development of the revolutionary cause,the increase in financial expenses,coupled with the cutbacks in the central government's appropriation,the local Party organizations often faced with the dilemma of insufficient funds.In fact,the local Party organizations in Jiangxi took many measures to try to open up new sources of income and cut down on expenses.On the one hand,the specific ways or channels to explore sources of funding were through the fight for funding,professionalization of Party members,party fee collection,organization of fund-raising,personal self-funding.On the other hand,some specific ways to save money from all sides had been taken,such as the streamlining of the organization,reduction of the meeting expenses,control of local budgets,curbing wastefulness and embezzlement.These measures generally helped to alleviate the dilemma of insufficient funding,and contributed to the self-construction of Party organizations and the development of the revolutionary cause.
