Conceptualizing a Governance System for High-quality Development with Urban-rural Integration
Urban-rural integration has become the only way to promote Chinese path to modernization and high-quality development.Based on the perspective of urban-rural integration,it is found that the social value of urban and rural areas is shifting towards high-quality integrated development with resource exchange,complementary functions,equal rights and interests,and common prosperity.Therefore,in the process of urban-rural integration and development,gradually building an integrated development system that supports the comprehensive revitalization of rural areas through industrial feedback,improves the spatial quality of urban and rural areas through factor agglomeration,achieves service inclusiveness and sharing through precise supply,and breaks down institutional barriers through institutional innovation will help promote high-quality urban-rural integration and development.However,in practice,there are still practical obstacles in the development of urban-rural integration,such as the need to improve ideological awareness,balance spatial layout,enhance service systems,and break through institutional mechanisms.This proposes a diversified governance path that deepens ideological understanding and correctly grasps the direction of urban-rural integration development,strengthens planning to lead and optimize the spatial layout of urban-rural integration development,promotes high-quality and efficient improvement of the urban-rural integration development service system,and enhances institutional resilience to stimulate the vitality of the urban-rural integration development mechanism.Only then can we truly solve the practical obstacles of urban-rural integration development and promote the ultimate achievement of high-quality development goals.
