摘要
经济新业态已成为我国新经济发展格局的重要支撑点和驱动力,但也暴露出有关产品质量、权益受损、信息安全、社会稳定和国家安全等方面的社会性风险.鉴于"风险基因、制度、技术和行为"四要素对应的"底层逻辑、制度逻辑、技术逻辑和行为逻辑"对新业态社会性风险的生成有很强解释力.因此,在新业态社会性风险治理中,须树立整体性风险治理理念,构建党委领导、多元主体协同参与的风险防控格局,建立政府+平台的风险监管体系以及协调、整合与信任相融合的整体性治理机制.
Abstract
New economic formats have become an important support point and driving force for China's new economic development pattern,but they also expose social risks related to product quality,damage to rights and interests,information security,social stability,and national security.Research has found that the"underlying logic,institutional logic,technological logic,and behavioral logic"corresponding to the four elements of"risk genes,institutions,technology,and behavior"have strong explanatory power for the generation of social risks in new business formats.In view of this,in the governance of social risks in new business models,it is necessary to establish a risk governance concept of holistic governance,build a risk prevention and control pattern led by the Party committee and coordinated by multiple entities,establish a risk supervision system of government+platform,and a comprehensive governance mechanism that integrates coordination,integration,and trust.
