The theory of national ownership of natural resources assets entrusted to agency includes the intrinsic mechanism of the State Council authorizing the Ministry of Natural Resources to exercise ownership rights,the practical value and path of horizontal entrustment by the Ministry of Natural Resources,the institutional advantages and realization of provincial and municipal(prefectural)governments as entrusted agents,and the need to continue strengthening the cornerstone role of national ownership of natural resources and administrative experience in the entrustment agency reform.We must continue to emphasize that the main task of the reform is to clarify the legal status,sources of rights,and methods of exercising rights of the entrusted agency,in order to provide effective theoretical support for the scientific construction of the entrusted agency theory.
