摘要

自然资源统一确权登记是响应中央生态文明建设号召的重要举措.近年来,各地扎实开展自然资源确权,加强成果应用,有力支撑了确权登记等工作,但也存在调查协同不够、成果难以沿用共享等问题.为了进一步完善自然资源确权工作机制,促进数据共享应用,更好支撑确权登记、服务自然资源管理工作,本文以海城市为研究对象,充分利用地理信息系统、遥感、数据库等关键技术探讨自然资源统一确权登记、登记单元划定、所有权边界划定等工作方法.通过梳理自然资源统一确权的工作路线、工作流程以及分类标准,总结了自然资源统一确权工作当前存在的问题、难点并提出相对应的解决措施,进而探索出一种能高效进行自然资源统一确权的方法,为自然资源统一确权登记等任务提供新思路、新方法.

Abstract

The unified registration of natural resources rights is an important measure to respond to the call of the central government for the construction of ecological civilization.In recent years,various localities have carried out solid efforts to confirm the rights of natural resources and strengthened the application of its results,which has strongly supported the confirmation and registration of rights,but there are also problems such as insufficient investigation coordination and difficulty in sharing the results.In order to further improve the working mechanism of natural resource rights confirmation,promote data sharing and application,and better support the registration of rights confirmation and serve the management of natural resources,Haicheng City is taken as the research object in this paper and key technologies such as geographic information system,remote sensing,and database are fully used to discuss the working methods of unified registration of natural resource rights confirmation,delimitation of registration units,and delimitation of ownership boundaries.By combing the work route,workflow and classification standards of the unified confirmation of natural resource rights,this paper summarizes the current problems and difficulties in the unified confirmation of natural resources rights and puts forward corresponding solutions,and then explores a method that can efficiently carry out the unified confirmation of natural resources rights,and provides new ideas and methods for the tasks of unified confirmation and registration of natural resources rights.
