摘要
全民所有自然资源资产清查是当前自然资源领域重点工作.草原资源是自然资源重要的组成部分,准确摸清草原资源资产家底,对加强自然资源资产管理具有重要意义.针对自然资源资产清查工作中存在部分基础数据缺失、价格体系不完善、数据调查时点不一致、信息化水平亟待提高等问题,本文结合试点工作开展情况,通过系统梳理全民所有草原资源资产清查工作流程和技术方法,重点阐述了如何建立草原资源资产清查价格体系,提出了加强草原资源动态监测、建立健全草原基准地价制度、建立草原资产清查年度更新机制、推动软件平台建设等建议,为我国全面开展草原资产清查工作提供试点经验.
Abstract
The inventory of natural resource assets owned by the whole people is the key work in the field of natural resources at present which are an important part of natural resources and of great significance to accurately find out the background of grassland resource assets for strengthening the management of natural resource assets.In view of the problems in natural resource asset inventory,such as lack of basic data,imperfect price system,inconsistent data survey time point,and urgent need to improve informatization level,this paper combined with the pilot work,systematically sorted out the working process and technical methods of grassland resource asset inventory of the whole people,and focused on how to establish a grassland resource asset inventory price system.Suggestions were put forward to strengthen the dynamic monitoring of grassland resources,establish and improve the grassland benchmark land price system,establish the grassland asset inventory annual update mechanism,and promote the construction of software platform,so as to provide pilot experience for the comprehensive grassland asset inventory work in our country.
