Controlling Substance Through Form:The Optimization Path of Socialized Supply Structure of Public Services
In the current institutional design in China,any organization or individual can relatively freely enter the public service sector.While this market openness has indeed enriched the overall supply of public services,it has also had adverse effects on inclusive public services by introducing an excessive number of profit-oriented commercial entities.On the one hand,this has diluted the supply of inclusive public services,reducing their accessibility;on the other hand,it has diverted government support away from these services,weakening their sustainability.Based on the practices and experiences of inclusive private kindergartens in China and social welfare corporations in Japan,it is advisable to designate a non-profit legal entity as the primary source of social provision for inclusive public services.Strengthening the non-profit nature of the service providers can enhance the inclusiveness of these services,increase their proportion,and optimize the structure of socialized public service provision.Among the current non-profit entities in China,social service institutions are best suited to serve as the organizations providing public services.To better utilize these institutions,it is essential to guide government funding and other social funds flowing into the public service sector towards social service institutions,and to regulate the quality of their services and financial management.
