Research on the Evaluation of Professional Development Policies for Young Faculty Members in Application-oriented Universities——Reflection from the New Round of Audit and Evaluation
The new round of undergraduate education teaching audit and evaluation has been launched to assist the high-quality development of application-oriented undergraduate universities during the 14th Five-Year Plan period.Young faculty members are the main force of application-oriented undergraduate universities and an important indicator for this round of audit and evaluation.This article constructs a PMC Index Model to evaluate the effectiveness of young faculty development policies outlined in the 14th Five-Year Plan development plans of seven application-oriented undergraduate universities in Anhui Province.The findings offer valuable insights for enhancing the quality of young faculty teams in application-oriented undergraduate universities and accelerating the construction of high-level application-oriented universities.The key results are as follows:The average PMC Index score for young faculty development policies across the seven universities is 6.58,falling within the acceptable range with no policies rated as poor.This indicates that Anhui's application-oriented undergraduate universities generally attach importance to young faculty development,yet there remains significant room for policy improvement;The mean values of individual evaluation indicators exhibit notable differentiation,with an overall three-tier distribution.The gap in mean scores between tiers gradually narrows;The maximum difference in PMC scores among the seven universities is 2.44 points,highlighting considerable inter-institutional disparities.Specifically,the ranking of young faculty development policies is P6>P3>P5>P1>P2>P7>P4,revealing a trend of"strong provincial capitals and weaker neighboring regions",with both convergence and divergence.High convergence is observed in policy instruments,ethics and conduct,development pathways,and policy phases.However,significant divergence exists in policy objectives,target groups,policy content,and policy references.
