植树何以典型:"全民义务植树"运动40年的环境符号及动员话语变迁

"全民义务植树"是中国重要的环境/治理式运动符号之一.本文以1981年至2021年《人民日报》有关"全民义务植树"运动的报道为研究文本,考察"植树"符号及相关动员话语的变迁及空间分布.从"动员"到"常态治理"的转型过程中,植树作为环境符号在媒体报道中与环境问题的分布逻辑一致,在动员方面则呈现出"中央-地方"的权力分配特征;纵向来看,塑造典型人物和典型单位一直是最常用的动员框架,但其报道方式从最初的群众路线转变为新世纪后的"劳动示范"."植树"在成为环境话语遗产的过程中,其行政指标色彩淡去,更具义务性的"劳动行为"形象被树立起来,参与价值塑造的主体也更加丰富多元.在治理式运动走向"再中心化"的背景下,应当重新思考并利用"植树"等环境符号的历史资源.
"Nationwide Voluntary Tree-planting Campaign"is one of the important environmental/governance movement symbols in China.This paper examines the changes and spatial distribution of the symbols and mobilization discourse of"tree planting",using the reports of the"People's Daily"on this campaign from 1981 to the present as a research text.During the transition from"mobilisation"to"normal governance",afforestation as an environmental symbol in media reports is consistent with the logic of spatial distribution of environmental issues,and the logic of mobilisation shows a"central-lo-cal".The logic of mobilisation is characterised by a"central-local"distribution of power.Vertically,the portrayal of typical figures and units has been the most common mobilisation framework,but the target of its coverage has changed from the initial"mass line"to the more politically charged"models"of the new century;In the later stages of the campaign,"tree planting"has become the legacy of environmental discourse,a process in which the administrative targets of"tree planting"faded and a more voluntary"act of labour"has been established.
