"Nationwide Voluntary Tree-planting Campaign"is one of the important environmental/governance movement symbols in China.This paper examines the changes and spatial distribution of the symbols and mobilization discourse of"tree planting",using the reports of the"People's Daily"on this campaign from 1981 to the present as a research text.During the transition from"mobilisation"to"normal governance",afforestation as an environmental symbol in media reports is consistent with the logic of spatial distribution of environmental issues,and the logic of mobilisation shows a"central-lo-cal".The logic of mobilisation is characterised by a"central-local"distribution of power.Vertically,the portrayal of typical figures and units has been the most common mobilisation framework,but the target of its coverage has changed from the initial"mass line"to the more politically charged"models"of the new century;In the later stages of the campaign,"tree planting"has become the legacy of environmental discourse,a process in which the administrative targets of"tree planting"faded and a more voluntary"act of labour"has been established.
