How to Jointly Promote ESG Goals with"Promising Government"and"Efficient Market"——Based on the Perspective of Structural Coupling
From the perspective of structural coupling,the response of the economic system to externalenvironmental disturbances resonates in a coupled manner.Under the pressure of ESG social goals,"pan-green","anti-green",and"green-washing"are all normal phenomena for enterprises to undergo selective differentiation driven by market logic.From this perspective,the most crucial issue for China's pursuit of ESG goals is how to properly define the behavioral boundaries and selection incentives of enterprises in ESG decision-making through the resonance mechanism of structural coupling and the internal logic of market selective differentiation.Structural coupling manifests in a dual manner:on the one hand,the system enhances its perception of specific external environmental disturbances through structural coupling;on the other hand,systems sensitive to specific information also exhibit indifference to other external environmental information.For example,state-owned enterprises that receive more policy preferences and status guarantees are precisely due to their sensitivity to"politics",which leads to their insensitivity to the competitive environment.When social systems attempt to use multiple means of politics,law,and economy to promote the multiple goals of ESG,it is necessary to adjust the sensitivity and indifference between systems,provide selection incentives,and achieve differentiation and integration in a differentiated structural coupling mechanism.
