Evolutionary Trends and Institutional Logics in the Global Governance of Digital-AI Technology
This article systematically reviews and analyzes the development trends and institutional logic of global digital governance from three dimensions,i.e.,"public governance"and"private governance,""division"and"aggregation,"and crises and turning points. On one hand, the research focus has shifted from the question of"whether regulation is needed"to more profound inquiries such as"who should regulate,""how to regulate,"and"for whose benefit."On the other hand, there is a scholarly call for a thorough overturning of the Western-centric network governance system, advocating for the exploration of institutional logics that better align with the ecology of digital communication and the geopolitical landscape of the Internet.
