Researchers have conducted multiple tests on the theory of network agenda setting in different cultural contexts and for various topics. However, the results vary greatly. To further clarify the overall effect of network agenda setting and the reasons for the differences, this paper conducted a meta-analysis of 57 independent effect sizes from relevant studies using a random effects model. The results showed that the effect of network agenda setting had a moderate level of effect size. The effect of network agenda setting was moderated by topic characteristics, types of agenda networks, and measurement methods of public agenda networks, but not by research data collection methods and media types. The results explained to some extent the reasons for the differences in outcomes under different conditions, they also revealed the important value of two factors in advancing research on network agenda setting, namely, the measurement methods of public agenda networks and public characteristics.
