摘要
[目的/意义]通过对美国发布的新版《国家网络安全战略》和《国家网络安全战略实施计划》的研究,了解美国在网络安全领域的重点部署方向,为我国国家网络安全建设工作提出优化对策.[方法/过程]采用文献分析方法,对《国家网络安全战略》和《国家网络安全战略实施计划》进行梳理,整理出重点内容并分析出推动美国发布的动因.[结果/结论]美国将围绕着保护关键基础设施等5个支柱领域展开部署,并通过28个机构执行69项任务,对网络威胁加大打击,体现出发布《国家网络安全战略》的动因.我国应在完善网络安全体系、培养网络安全人才、推进网络安全国际合作和网络空间话语权构建等方面不断完善.
Abstract
[Purpose/Significance]By studying the"National cybersecurity Strategy"and the"National cybersecurity Strategy Implementation Plan"of the United States,we understand the direction and focus of the United States in the field of cybersecurity,and put forward the optimization countermeasures for our country's national cybersecurity work.[Method/Process]This paper adopts the document analysis method,sorts out the key contents of the National Network Security Strategy and the National Network Security Strategy Implementation Plan,and analyzes the motivation to promote its release.[Results/Conclusion]The United States will work around five pillars,including the protection of critical infrastructure,and carry out 69 missions through 28 agencies.The increased crackdown on cyber threats reflected in the content reflects the motivation for issuing the Implementation Plan.China should continue to improve the network security system,training network security personnel,promoting international cooperation on network security,and constructing discourse power in cyberspace.
