[目的/意义]大数据时代,警务数据来源日趋广泛、体量日益庞大、更新持续加快,其安全事关国家安全、社会稳定和公民权益.[方法/过程]公安机关在数据安全治理的进程中,面临着参与程度、治理广度、认知深度、责任覆盖和地区差异的不足.[结果/结论]公安机关应通过加强队伍建设、坚持系统思维、落实协同治理、厘清核心逻辑和强化顶层设计来完善数据安全治理,实现数据价值的有序和高效释放.
Abstract
[Purpose/Significance]In the era of big data,the source of police data is becoming more and more extensive,the volume is getting bigger and bigger,and the updating continues to accelerate,and its safety is related to national security,social stability and the rights and interests of citizens.[Method/Process]At present,public security organs face deficiencies in the process of data security governance in five dimensions:degree of participation,breadth of governance,depth of knowledge,coverage of responsibilities,and regional differences.[Results/Conclusion]Public security organs should improve data security governance and realize the orderly and efficient release of data value by strengthening team building,adhering to systematic thinking,implementing collaborative governance,clarifying core logic and strengthening top-level design.
