[目的/意义]面对网络空间的不良信息,网络平台如何在营造绿色健康网络生态的同时,使本质上所有的私主体属性兼顾社会公共利益,是未成年人网络保护的重要课题.[方法/过程]为了有效地推动网络平台治理不良信息,需要遵循最有利于未成年人原则.[结果/结论]构建网络平台内部的合规治理体系,同时建立以专业机构为主、政府为辅的合规指引机制.
Abstract
[Purpose/Significance]In the face of undesirable information in cyberspace,how can online platforms create a green and healthy network ecology while taking into account the public interest of the society with their essentially private subject attributes is an important issue of minors'online protection.[Method/Process]In order to effectively promote online platforms to control bad information,it is necessary to follow the principle of the most favourable to minors.[Results/Conclusion]Build a compliance governance system within the online platform,while establishing a compliance guideline mechanism with professional organisations as the mainstay and the government as a supplement.
