Comparative Study of the U.S.Federal Cyberspace Security R&D Strategic Plan
The Federal Cybersecurity Research and Development Strategic Plan issued by the U.S.federal government closely revolves around the constantly evolving cybersecurity challenges.While reflecting the emphasis on the research and development of cybersecurity technology,it highlights the strategic thinking and systematic design of the national scientific and technological vision.Since its initial release in 2016,the plan has been updated every four years,expanding and deepening the content related to security threats,defensive elements,priority areas,and key supports.This paper reviews and summarizes the main contents of the U.S.series research and development strategic plans.It carries out a comparative study of research and development strategic plans from three perspectives:top-level design,security situation and technological layout.Based on the comparison of domestic and international situations,the paper elaborates on the relevant enlightening suggestions in terms of top-level design,technological innovation,systematic research and the transformation of research results.
