Construction of China's Data Property Rights System Under the Development Path of New Industrialization
The Digital economy plays an important role in achieving China's path towards new industrialization.The sound establishment of a data property rights system is of paramount importance for the development of the digital economy.It helps to build an efficient,fair,secure,and controllable data factor market,encouraging the growth of the digital economy,and promoting industrial upgrading and economic nological innovation and application,driving transformation.However,the current data property rights system in China still faces issues such as incomplete legal regulations,data centralization,data privacy breaches,and a lack of data trading markets.These problems hinder the healthy growth of the data industry and the favorable development of the digital economy.This article aims to systematically explain the rights attributes of data and their relationship with property-related theories from the perspective of the development of the digital economy and the relationship between the data factor market and data property within the context of the new industrialization development path.Additionally,it analyzes different categories of empowerment mechanisms for public data,enterprise data,and personal data within the framework of the Twenty Data Principles,aiming to provide theoretical support and value references for the sound establishment of data property rights system in China.
