Exploration and Practice of Data Asset Registration-Taking Beijing International Big Data Exchange as an Example
Data asset registration is the foundation and prerequisite for carrying out activities such as data asset assessment,data asset listing,data asset pledge,and other activities,and then building a data asset ecosystem.At present,China's data factor market is developing rapidly,accumulating massive data resources,data trading institutions have been set up in various provinces and cities,and significant progress has been made in the construction of data application scenarios.However,data asset registration is still facing many problems such as imperfect legal system,unclear data ownership,difficult data pricing,and insufficient participation motivation.Based on the definition of data asset registration and relevant policy documents,this paper summarizes Beijing's practical exploration of data asset registration with the Beijing International Big Data Exchange as an example,and puts forward proposals to promote industry consensus,establish a national standard system for data assets,enrich the dimensions of information coverage in the registration of data assets,and pay attention to the certification of data assets,so as to achieve the efficient circulation of data assets,and effectively empower the high-quality economic and social development.
