政务数据中心公共数据管理体系研究

摘要
数据作为一种新型生产要素,其重要性正日益凸显.在中国,80%可利用、可开发、有价值的数据掌握在政府手中,为了更好地发挥公共数据的价值,各地均建立统一的政务数据中心解决公共数据的归集、治理、运营、共享和开放,但目前仍缺乏系统、流程化的针对公共数据的资产管理体系.本文构建了针对政务数据中心的公共数据资产管理体系、流程及内容,包括公共数据资源盘点、公共数据资产化和公共数据资产评估,最后对公共数据资产化管理体系进行了总结,为各政务数据中心的公共数据资产管理工作提供了参考依据.
Abstract
As a new factor of production,data is becoming more and more important.In China,80 percent of the available,exploitable,and valuable data is in the hands of the government.To better leverage the value of public data,a unified government data center has been set up to deal with the collection,management,operation,sharing,and opening of public data.This paper constructs the public data asset management system,process,and content,including the inventory of public data resources,the capitalization of public data,and the evaluation of public data assets,finally,the paper summarizes the management system of public data assets,and provides reference for the management of public data assets in government data centers.
