摘要
数据作为重要战略资源和关键生产要素,在推动政府数据开放共享,促进数字经济深化发展中发挥重要作用.随着数据的不断增长,不同部门、组织、机构掌握的数据所蕴藏的社会价值和经济价值受到广泛关注,探索兼顾数据安全和数据交换与共享的技术路径,从而实现在保护隐私的前提下有效利用数据.此外,该研究还提出了基于数据质量与稀缺度的数据使用机制,以激励更高质量数据的共享.
Abstract
Data has emerged as an essential strategic asset and a pivotal production factor,including promo-ting government data sharing and enhancing the development of digital economy.With the exponential growth of data,the intrinsic social and economic value encapsulated within the data held by various depart-ments,organizations,and institutions has become a focal point of widespread academic and industrial re-search.As a result,the exploration of technical pathways that reconcile the data security with of data ex-change and sharing is of paramount importance to realize the effective use of data under privacy protection.Besides,modern research has proposed a variety of data sharing mechanisms,including those based on data quality and rarity to promote high-quality data sharing,which are comprehensively surveyed in this article.
