Focusing on the privacy protection mechanism for personal data transmission,this paper introduces the research background of the European and American Data Privacy Framework,and analyzes its main content,including the European Commission's Resolution on the Adequacy of the European and American Data Privacy Framework,the US Department of Commerce's Principles for the European and American Data Privacy Framework,and other documents supporting the framework.It proposes to establish a bilateral or multilateral agreement model to facilitate cross-border data circulation and further improve the risk prevention and security management of the entire lifecycle of outbound data.
