摘要
社会治理的业务信息涉及多行业、多部门、多地域,治理数字化各应用系统建设缺乏统一的数据标准,阻碍应用系统间的数据共享,影响基层社会网格治理工作的高效开展.梳理国内外社会治理标准规范现状,提出一种面向多级多类基层社会治理要素的网格治理数据标准,介绍了该标准目标及思路,详细阐述了构建面向多级多类基层社会治理要素的网格治理数据标准的核心流程.该标准覆盖居民、房屋、组织机构等网格治理主体对象,分级层级不少于3级,涵盖10类基层治理要素,从而为未来基层社会网格治理数字化应用的推广提供支撑.
Abstract
The business information of social governance involves multiple industries,departments,and regions.The lack of unified data standards in the construction of digital governance application systems hinders data sharing between application systems and affects the efficient implementation of grassroots social grid governance work.Sorting out the current status of social governance standards and norms at home and abroad,proposing a grid governance data standard for multi-level and multi class grassroots social governance elements,introducing the goals and ideas of the standard,and elaborating on the core process of building a grid governance data standard for multi-level and multi class grassroots social governance elements.This standard covers the main objects of grid governance such as residents,houses,and organizational structures,with a hierarchical level of no less than 3,covering 10 types of grassroots governance elements,thus providing support for the promotion of digital applications of grassroots social grid governance in the future.
