摘要

数字化智能化时代,数据要素作为新型生产要素,有利于科技创新资源整合,而科技创新作为新质生产力的核心要素,能深入挖掘数据价值,推动数据要素的深度开发和应用.数据要素能与科技创新结合发挥乘数效应,催生新产业、新模式和新动能,赋能新质发展力涌现.然而,数据要素市场化体系与科技创新全链路全过程中还存在一系列卡点堵点,二者的乘数效应亟待释放.文章基于场景驱动创新理论,批判性梳理数据要素与科技创新结合赋能新质生产力的理论逻辑,指出其生态形成的关键在于场景驱动、企业主导、数字赋能、六链融合,并论述大数据与大模型助力未来场景与技术趋势前瞻识别、前沿科学探索与颠覆性技术突破、加速关键核心技术突破、加快科技成果向现实生产力转化的过程逻辑,进一步结合典型实践凝练数据要素×科技创新赋能新质生产力的多维实践路径.文章为释放数据要素在科技创新场景中的乘数效应提供理论指导和实践决策参考,助力以新要素和新技术培育加快发展新质生产力的新动能.

Abstract

In the era of digitalization and intelligence,data elements,as a new type of production factors,are conducive to the integration of innovation resources,while scientific and technological innovation,as a core element of new quality productivity,can deeply explore the value of data and promote the in-depth development and application of data elements. Data elements can combine with technological innovation to exert a multiplier effect,gives rise to new industries,new models and new kinetic energy,and empowers the emergence of new quality productive forces. However,there are still a series of choke points in the whole process of data factor marketization system and science and technology innovation,and the multiplier effect of the two needs to be released urgently. Based on the theory of context-driven innovation,the article critically analyzes the theoretical logic of the combination of data elements and technological innovation to empower new quality productive forces,points out that the key to the formation of its ecosystem lies in context-driven,enterprise-lead,digital empowerment,and the integration of the six chains,and discusses the process of transforming scientific and technological achievements into real productivity. It also discusses the process logic of transforming technologies into real productivity,and further combines with typical practices to condense the multi-dimensional practice path of data element × technological innovation empowering new quality productive forces. The article provides theoretical guidance and practical decision-making reference for releasing the multiplier effect of data elements in science and technology innovation context,and helps to cultivate new kinetic energy to accelerate the development of new quality productive forces with new elements and new technologies.
