Cyberspace Sovereignty in Global Internet Governance:Historical Evolution,International Disputes,and China's Position
The openness,interactivity and decentralization of the internet have posed a severe challenge to the traditional concept of sovereignty,and the cyberspace sovereignty has presented new connotations and charac-teristics with the advent of the internet era.Different countries have different views and positions on cyberspace sovereignty,and there are mainly disputes over ideas,models,powers,and norms.Countries are required to strengthen consultation and dialogue on the basis of mutual respect and trust,and promote internet cooperative governance in the case of the interdependence of the international cybersecurity situation and cyber systems.China's position on the issue of cyberspace sovereignty is to uphold and promote the implementation of the principle of cyberspace sovereignty,and regard cyberspace sovereignty as a basic principle of international in-ternet cooperative governance;advocate a state-centered cyberspace governance model to promote the healthy development of the global internet;promote the innovation of internet governance rules and technical stand-ards,and strengthen network security governance capabilities;urge a construction of community of common fu-ture in cyberspace and resolution of the security dilemma and trust deficit in cyberspace.
