Research on China's Promotion of Sustainable Development of International Maritime Rule of Law from the Perspective of Global Governance
Global ocean governance is an important component of global governance,and is an action taken by the international community to collectively address and manage global ocean challenges.International rule of law for the ocean is a tool for achieving global ocean governance.In the evolution of international rule of law for ocean,China is timely adjusting its national role,promoting the development and improvement of international rule of law for the ocean and better participating in global ocean governance.In the early incubation stage of international rule of law for the ocean,China,as a preliminary learner,witnessed and participated in the con-struction of a stable maritime legal system and order.In the implementation stage of international rule of law for the ocean,China promoted the improvement and implementation of international rule of law for the ocean as a comprehensive participant.In the mature and progressive stage of international rule of law for ocean,China makes great efforts to become an innovative leader and promotes the sustainable development of international rule of law for the ocean.China grasps the direction of sustainable development of the ocean,shapes the envi-ronment of international rule of law for ocean in various dimensions,such as the development of marine re-sources,the protection of the marine environment,the response to climate change,marine scientific research and the guarantee of marine security.China actively engages in diverse international legal cooperation with oth-er subjects of the international community.Guided by the important decision to"lead the reform and develop-ment of the global governance system"at the Third Plenary Session of the 20th Central Committee of the Com-munist Party of China,China can build on the concept of a Community with a Shared Future for the Ocean,continue to exploit the potential of the Blue Partnerships in international legal cooperation,promote innovation in the international maritime legal system and international maritime institutional mechanisms,and promote the sustainable development of the international rule of law for the ocean.
