政务数据产权的界定标准是政务信息资源管理的前提,也是赋能数字政府高质量发展和构建数据基础制度的动力引擎.通过对当前政务数据概念的梳理、政务数据产权界定的现有模式研究,立足于政务数据所具有的权益复杂性、政务数据性质的依附性、主体的多元化等独特属性,提出政务数据产权界定的三维标准,包括权益的利益衡量、行为的类型化分析、主体的参与式确权,为政务数据实现高质量开放利用提供稳定器与推进器.
Definition Standard of Property Rights of Government Data
The definition standard of property rights of government data is the premise of government in-formation resources management,and also the driving force for the high-quality development of digital gov-ernment and the construction of data basic systems.This study systematically reviews the current research on the definitions of government data and the models for defining property rights of government data.Moreo-ver,based on the unique attributes of government data such as the complexity,the dependence,and the di-versification,this study proposes a three-dimensional standard for defining property rights of government da-ta,which includes the interests measures,the type analysis,the participatory approval of the public.
