The arrival of the open science era has changed the information environment and scholarly communication system,and has also brought new opportunities and challenges to the construction of informa-tion resources in university libraries.Based on the national strategies of becoming a leading country in edu-cation,science and technology,talent,culture and so on,construction of information resources in Chinese u-niversity libraries urgently needs to achieve high-quality development on the basis of serving multiple national strategies.This article proposes countermeasures in four aspects,including:constructing information re-sources that are consistent with a holistic approach to national security,constructing information resources system needed for the digitalization of Chinese higher education,consolidating the information resource foun-dation for great self-reliance and strength in science and technology,and strengthening information resource support needed for construction of philosophy and social sciences with Chinese characteristics.
