The practical dilemma and legal solution of carbon inclusion under dual carbon goals
As an emerging energy-saving and emission reduction measure,the carbon inclusive system is aimed at all kinds of subjects in society,benefits many aspects of society,and plays an increasingly prominent role in forming a low-carbon society.At present,many provinces and cities have actively engaged in the practice of carbon inclu-sion.However,due to the early stage of development of the carbon inclusive system,there are still problems such as low legislative level,insufficient coordination of local legislation,imperfect regulations of the carbon inclusive market trading mechanism and inadequate supervision system for the carbon inclusive system,which have affected the enthu-siasm of public participation and are not conducive to the continuous promotion of the carbon inclusive system.In or-der to get rid of the current dilemma,ensure the operation of the carbon inclusive system under the rule of law,while stimulating the enthusiasm of more people to participate,it is suggested to improve the level of legislation to strength-en the coordination of local legislation,standardize the carbon credits management to improve the carbon inclusive market trading mechanism,improve the supervision system of carbon inclusive system and protect the rights and in-terests of participants,so as to carry out comprehensive regulations on the carbon inclusive system.
