摘要
新余市"党建+颐养之家"利用科学合理的制度设计和政策实践探索出一种可持续、可推广的互助养老模式,该模式通过需求识别、政治统合、弹性工作和社会动员等机制实现了人群的精准识别、资源的多元供给和制度的逐步完善,从而保障了政策的良性运行.实践证明,该模式通过提供助餐助医助娱养老服务,具有让农村老人就餐就医有保障、精神慰藉有平台、党和政府得民心、社会和村庄安定团结等多方面的价值.
Abstract
Based on the experience of"Party Building+Elderly Care Home"in Xinyu city,it is found that Xinyu city has explored a sustainable and promotable model of mutual support for elderly care through clever institutional settings and policy practices.This model achieves precise identification of the population,diversified supply of re-sources,and gradual improvement of the system through mechanisms such as demand recognition,political integra-tion,flexible work,and social mobilization,thereby ensuring the healthy operation of policies.Practice has proven that this model,by providing food,medical and entertainment services for the elderly,has many values,such as ensu-ring that the elderly in rural areas have access to food and medical care,providing a platform for spiritual comfort,winning the hearts of the party and the government,and maintaining social and village stability and unity.
