论制度执行力的优化路径

当前,在政府治理过程中仍然存在着一些制度低效执行、选择替代执行、对抗过度执行等问题.这些问题的存在制约了制度治理效能的发挥.制度设计合理性不足、人们的制度意识淡薄、制度执行环境不良等是导致制度执行力不足的主要原因.因此,优化和提升制度执行力,必须完善制度设计、优化制度供给,加强制度意识、强化制度之治,净化制度执行环境、多维监督制度执行,最终实现制度之治.
On the Optimization Path of the Institutional Execution Capability
In currently,there are still some problems in the governance of government,such as inefficient implementation of in-stitutions,selection of alternative implementation,and resistance to excessive implementation,which constrained the effective-ness of institutional governance.The main factors leading to insufficient institutional execution capability are insufficient ration-ality in institutional design,weak institutional awareness among people,and poor implementation environment.Therefore,in order to optimize and enhance the institutional execution capability,it is necessary to improve the institution design,optimize the institution supply,strengthen the awareness of the institution,strengthen the governance of the institution,purify the en-vironment for the implementation of the institution,supervise the implementation of the institution from multiple perspectives,and ultimately achieve the governance of the institution.
