Establishment of the Policy Research Office of the 18th Army and its historical contribution
The Policy Research Office of the 18th Army was a specially established decision-making or-gan for the 18th Army to liberate Xizang in 1951,and was the only research office located in a military unit in the country at that time.It carried the important mis-sions of investigating the basic situation of Kang-Xizang area,offering advices for liberating Xizang,and providing accurate information guarantee and important decision-making suggestions for the political and mili-tary decision-making at that time.The research office has made great contributions to the peaceful liberation of Xizang at its short 7-month life.During the period of its existence,the research office objectively analyzed the basic situation of Xizang society at that time and the characteristics and roles of the Tibetan upper class,which provided important decision-making ideas for the Communist Party of China to unite them.Its idea of"peaceful liberation,temporary maintenance of the sta-tus quo"provided ideological resources and path refer-ence for the"Xizang Model".Today,the study of this history and its decision-making model can provide some reference for the Party's work in Xizang in the new era.
