政策工具视角下西藏高校毕业生就业政策的文本分析
Textual analysis of employment policies for college graduates in Xizang from the perspective of policy tools

青年就业关系民生福祉、经济发展和国家未来,做好高校毕业生就业工作对西藏长治久安和高质量发展具有重要意义.基于罗斯威尔和泽福德对政策工具的划分,本文从政策工具和政策目标两个维度构建分析框架,对所收集的27 份西藏高校毕业生就业政策进行文本量化分析.研究发现当前西藏高校毕业生就业政策存在政策工具体系结构失衡且不够完善、政策目标各内部分布不均的问题,由此提出优化政策工具结构、平衡政策多元目标的建议,为进一步开展西藏高校毕业生就业工作提供理论借鉴.
Abstract
Youth employment is related to the well-being of people's livelihood,economic development and the future of the country.It is of great significance to do a good job in the employment of college graduates for the high-quality and stable development of Xizang.Based on the division of policy tools by Rothwell and Zegveld,this paper constructs an analysis framework from the two dimensions of policy tools and policy ob-jectives,and makes a quantitative analysis of the 27 texts collected on the employment policies of college graduates in Xizang.The research finds that the current employment policy of college graduates in Xizang has problems of unbalanced and imperfect structure of policy tool system and uneven distribution of policy ob-jectives.This paper puts forward suggestions on optimi-zing the structure of policy tools and balancing multiple policy objectives,and provides theoretical reference for further developing the employment work of college graduates in Xizang.
