The main task of the construction in Shannan is to thoroughly implement the Party's strategy of governing Xizang in the new era and strive to build demonstration areas for strengthening and enriching the people in Xizang.Under the care of the Party Central Committee,the great assistance from other provinces and cities and the joint efforts of the people of all ethnic groups in Shannan,the city has gradually formed a solid border type urban administrative system.Howev-er,due to the poor natural conditions,relative shortage of population,weak economic foundation,slow social development and other factors in Shannan's border area,the border towns present a small number,small spatial scale,incomplete public facilities,and insufficient regional gathering and radiation power,and the system is still in the initial stage.To improve the level of construction and development of solid border towns in Shannan,we need to focus on the following as-pects:Taking the construction of beautiful countryside as an opportunity to improve the natural ecological en-vironment of Shannan border on the basis of adhering to the four basic principles of the development of Shan-nan City and comprehensively handling the four pairs of relations;Expanding the population of border towns and promote local urbanization in border areas;Making every effort to promote the construction of urban indus-tries with the important development concept of"strengthening the foundation and the border"and"en-riching the people and prospering the border";Impro-ving the level of basic public services in border areas and optimize the social structure of towns with fixed borders;Building solid border towns with high stand-ards,constructing a multi-level border town system ac-cording to the national strategic needs,and striving to make Shannan's work of strengthening the border and enriching the people taking the forefront of the whole region.
