Exploring thesystem carriers and methods of realizing the leadership of the CPC over power organs in the Yan'an Period
"The leading position of theParty and the ruling position are closely linked",in the Yan'an period,the Communist Party of China(CPC),as a ruling party in the base area under the condition of lo-calized ruling,its leadership is also specifically reflected in the ruling strategy for the revolutionary base area.In 1941,the Shanxi-Gansu-Ningxia Border Region under the leadership of the CPC gradually real-ized the transformation from a soviet regime to an anti-Japanese democratic regime,and the theory of New De-mocracy had matured,which made theoretical and practical preparations for the principle of the"Three-Three-System"of democratic government building.On this basis,the"Program of Governance of the Shaanxi-Gansu-Ningxia Border Region"--a new democracy with the dual attributes of the CPC's governing program and the"fundamental law"of the region,provided the institutional carrier for the CPC's leadership style,and centrally embodied how the CPC realized its own lead-ership style in the power organs.
