Construction of border multi-ethnic interlocking governance communities under the background of spatial integration:construction logic and target strategy
Due to the special governance situation of spatial location and multi-ethnic attributes,the con-struction of the governance community of border multi-ethnic communities is different from that of communities in the usual sense.Under the trend of spa-tial integration,the construction of a multi-ethnic gov-ernance community in the border area itself contains multiple connotations such as border consolidation,na-tional unity,and building a strong sense of Chinese na-tional community.Therefore,from the perspective of spatial integration,this paper proposes that the con-struction logic of border multi-ethnic interlocking gov-ernance community should be understood from the three dimensions of"field interaction-benefit sharing-identity driving".At the strategic level,it should be re-examined from the strategic height of"To govern a country must govern its border",pointing out that ethnic interlocking is not only a realistic background,but also a governance situation in the political context of our country.It is necessary to pay more attention to the diverse governance subjects of multi-ethnic com-munities,especially the participation willingness,moti-vation and behavior of diverse and heterogeneous sub-jects,which should be constructed from the three paths of"value sharing-action sharing-emotional sharing",to achieve the goal of a"everyone is responsible-every-one fulfills the duty-everyone enjoys rights"governance community.
