The Key Path to Strenthening Public Employment Services:Optimize Institutional Setting and Function Acllocation
China's economy has entered a new stage of development,and achieving high-quality and full employment is crucial for implementing the people-centered philosophy of development and improving the quality of life of residents.This requires further strengthening of public employment services.Reasonable establishment of public employment service institutions and allocation of public employment expenditure responsibilities are the foundation for ensuring efficient public employment services and promoting high-quality and full employment.In theory,the intergovernmental allocation of responsibilities for public employment services should adhere to three principles:matching expenditure responsibilities with financial rights,balancing fairness and efficiency,maintaining intergovernmental coordination and government-market cooperation.In practice,there are certain problems in the administrative management system and service mechanism of public employment in China with local people's governments as the main body,which are highlighted in three aspects:excessive reliance on grassroots governments for the supply of public employment services,scattered and homogeneous responsibilities of public employment service institutions in urban areas,and insufficient supply of public employment services in rural areas.Therefore,future reforms should be made to enhance the ability of provincial governments to coordinate public employment services within the province,optimize the establishment and functional allocation of public employment service institutions in municipal areas,and strengthen the digital and intelligent construction of public employment services.
