The Institutional Logic and Optimization Path of the Reform of Public Institutions in the New Era
Deepening the reform of public institutions is an important task to improve and develop the system of socialism with Chinese characteristics and advance the modernization of China's system and capacity for governance.In the new era,the reform of public institutions has gone through the stages of classified reform and integration into the reform of party and state institutions.Following the institutional logic of transforming institutional functions,strengthening public welfare attributes and reshaping the layout structure,positive progress has been made in straightening out political relations,improving the quality of public welfare services,and streamlining institutional functions.At present,there are still some contradictions in the reform of public institutions,such as the uneven effect of different types and levels of reform,the unclear direction of the reform of public management institutions,the unsmooth reform of the separation of management and operation,and the imperfect supporting policies.To build a governance system of public institutions adapted to Chinese path to modernization,we should fully implement the reform of public institutions,accelerate the separation of government agencies and public institutions,public institutions and enterprises,enhance the systematic coordination,integrity and synergy of the reform,and adhere to the principle of separation of management and operation to improve the new framework of corporate governance of public institutions.
