Construction of a Modern Government Operation Guarantee System
The system of government operation guarantee in the new era needs to change the path dependence of the traditional institutional affairs and establishes a systematic and efficient operation guarantee mechanism,which is an inevitable requirement to promote the modernization of China's system and capacity for governance,and is of great significance to crack the internal governance contradictions of the government and promote the high-quality development of party and government offices.In order to improve the efficiency,professionalism,cooperation and demonstration of government operation guarantee,the paper is aimed at summarizing the practical dilemmas faced by the current operation guarantee system.Based on the goals of achieving centralization and unification,economy and efficiency,the paper builds an analytical framework for the system of government operation guarantee including four dimensions:adhering to the principle of economy and efficiency orientation,innovating institutions and mechanisms,strengthening overall coordination of resources,and promoting opening-up and diversity.
