The Theoretical Logic and Realistic Path of Empowering New Quality Productive Forces with High-quality Population Development
Promoting high-quality population development and cultivating new quality productive forces are important strategic measures for China to enter a new stage of development and respond to new situations.Based on the analysis of the macro situation and trend of China's population development,the paper discusses the basic conditions and risk challenges for empowering new quality productive forces with high-quality population development.It proposes a policy framework and implementation path to ensure high-quality population development and cultivate new quality productive forces with the concept of active social investment.Research has found that the size,structure,quality,distribution characteristics of population,and its changing trends,as basic elements of productivity,directly affect the allocation relationship between workers and other production factors,and their impact on improving total factor productivity and cultivating advanced productivity cannot be ignored;promoting the all-round development of people is an effective means to shape modern human resources and empower new quality productive forces,as well as a basic path to promote high-quality population development and support Chinese path to modernization.Thus,we should objectively understand the dialectical relationship between population and productivity development,increase investment in people,make up for the phased shortcomings of social investment,improve the cost sharing mechanism for reproduction,nurturing and education,and fully unleash the dividends of population spatial allocation.
