摘要
从人口高质量发展出发,对以生育支持助力人口高质量发展的内涵与要求、辩证关系、难点与挑战进行梳理,发现生育支持与人口高质量发展的内在要求具有一致性.完善与落实生育支持政策体系应以素质优良、总量充裕、结构优化、分布合理四个方面为发展方向与建设目标,正视与破解生育支持体系建设中所面临的供需匹配失衡、顶层设计不健全、评价指数与统计指标不完善等难点问题,通过完善顶层设计、优化战略布局、健全管理机制、强化考评标准、创新治理模式等手段,促进生育支持政策预期目标的实现与体系完善,以生育支持助力人口高质量发展.
Abstract
The paper focuses on the connotation of high-quality population development,its dialectical relationship with fertility support,the difficulties and challenges of fertility support in promoting high-quality population development.It finds that the goal of fertility support and high-quality population development are consistent,and both are targeting to promote the excellent quality,sufficient total amount,structural optimization,and reasonable distribution of population.In facilitating high-quality population development,it is necessary to cope with such challenges as the imbalance of supply and demand of fertility support,the problems of top-level design,and the lack of evaluation index regarding to the effectiveness of fertility support system.It proposes that the expected goals of the fertility support system and the high-quality population development can be achieved by transforming challenges into development opportunities,improving top-level design and optimization strategic layout,and strengthening management mechanisms,evaluation standards,innovative governance models,as well as other means.
