Population aging is an important strategic background for high-quality population development,while high-quality population development serves as the demographic element support for actively addressing population aging.Based on clarifying the action goals of high-quality population development and actively addressing population aging,as well as the dialectical relationship between the two,efforts should focus on activating the potential value of the older adults,improving the lifelong education system,coordinating"one old and one young"services,and optimizing the distribution of human resources to meet the needs of the aging society.By identifying common approaches,seizing opportunities and addressing challenges,China can better consolidate the high-quality population growth factors and achieve the active response to population aging in the modernization process.
