The Logic and System Construction of Digital Empowerment for Carbon Governance
The internal logic of digital government enabling carbon governance is to shape the standard system and institutional arrangement of digital government enabling carbon governance by building a data platform for total carbon emission control,using the policy tools and governance means of digital technology,and promoting the digital transformation of carbon governance.The concept of data authorization is the core element for the government to reasonably carry out carbon governance in accordance with the law.On the basis of reducing the overall management system of carbon emission data resources under vertical intergovernmental relations and breaking the barriers to carbon emission data resources under horizontal intergovernmental relations,it could reduce the carbon digital gap caused by information asymmetry,build a"three-dimensional"architecture of synergy,interconnection and sharing based on"data driven-government and enterprise coupling-resources interconnection",and eliminate the"campaign-style carbon reduction"problem arising from the implementation of the"double carbon"goal.Through the establishment of a data quality traceability and accountability mechanism,the government could achieve the comparison of multiple qualitative ranges of carbon source data,comprehensively improve the modernization of data governance capabilities on carbon emission,and provide accurate decision-making arrangements for China's effective implementation of carbon peaking and carbon neutrality goals.
